Litricia was born and raised on the South Side of Chicago. She is a proud alum of Horace Mann Academy and Whitney M. Young Magnet High School. She serves the public and her profession with exemplary integrity and pride. She has two years experience as a Circuit Court Judge. She was appointed by the Illinois Supreme Court to complete the term created by a retiring Judge. Judge Payne was assigned to the First Municipal District where she presided over jury trials, bench trials, various hearings, pretrial and post-trial motions. Lastly, handling busy court calls with success, multiple courtrooms and provided training assistance to newly appointed judges.
Prior to her appointment to the bench, Litricia practiced law for nearly twenty two in various capacities. She began her career clerking in Chicago at several offices including the Chicago Housing Authority continuing on to become a solo practitioner. Most recently, she advocated for the indigent as a Will County Assistant Public Defender serving as a felony supervisor and an organizing volunteer member of the Will County Mental Health Court.
As a former public defender she handled a myriad of criminal matters ranging from misdemeanors to murder. She gives great amount of detail and research to her work and has tried over 130 bench and jury trials. She has successfully argued a Motion to Dismiss and/or Bar Evidence in a murder case where evidence (evidence was barred by the trial court and that decision was affirmed on appeal) was destroyed. She also successfully argued a Motion to Dismiss a 2014 Failure to Register as a Sex Offender case stemming from a 1997 conviction for an offense that does not currently require registration.
Litricia is currently the Director of the South Regional Office of the Illinois Attorney. As an Assistant Attorney General she supervises the day to day operations of the office, conducts community outreach and prosecutes consumer fraud cases,
She is a dedicated public servant that donates time and gives back to the community whenever she is called to serve. She has volunteered and served on managing boards of various community and professional organizations. She served on the by the late Judy Baar Topinka to the Illinois State Comptroller African American Advisory Council providing insight and suggestions on programming. She also supported the Boy Scouts by working extensively with their Rainbow Council Juvenile Diversion Program where she served as a mentor holding monthly instructional meetings on criminal law as well as generating conversation on topics discussed by speakers. She was a founding member and first president of the Black Bar Association of Will County also chairing the the Barrister’s Ball and Clothing Drive.
